US: Heffing op draagtassen in New York City vertraagd

On 7 February 2017, the New York Assembly approved S362, which had been approved by the Senate on 17 January. The bill delays by a year the implementation of a minimum five-cent per carryout bag fee that New York City stores would have begun charging residents on 15 February.
The New York City bag fee applies to plastic, paper, or cloth carryout bags distributed by retail and wholesale stores including drug stores, pharmacies, grocery stores, convenience stores, hardware stores, office supply stores, and food service establishments, among others. Because the stores would retain the fees they charge customers, the charge is not considered a tax (State Recycling Laws Update, 13 februari 2017).
